    BISMARCK, N.D. (AP) North Dakota authorities say a fugitive is back in the state prison after he was caught camping along the Missouri River. Police say former Dickinson resident Todd Frank got permission to go to the Bismarck Public Library on Aug. 9 but never returned to the transition center where he was serving part of his sentence.
