    The Captain Morgan Rum is now situated at Crowley's Petty's Island Terminal located in the Delaware River directly across from Philadelphia and is getting ready to be shipped to its plant in Relay, Maryland.     The Delaware River Joint Toll Bridge Commission yesterday announced its decisions that have been made to guide contractors in doing the proposed restoration work. The two major decisions were to close the bridge for the necessary 112 days rather than spread out the contracted work over a longer period of time that would allow partial use of the bridge, and to have work done during warm-weather periods.     Area environmental organizations are joining New Jersey and Delaware to try to stop plans to dredge and deepen the Delaware River to improve shipping. Maya K. Van Rossum, the Delaware Riverkeeper, said her organization and others are planning to file suit in U.S. District Court to try and block the U.S. Army Corps of Engineers from deepening the river channel to 45 feet.
